His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail, inaugurated the launch of the second virtual international contracting conference and exhibition, organized by the Saudi Contractors Authority, and its work will extend over three days, from 26-28 September.
The conference aims to be a platform for the contracting sector to learn, inform, exchange experiences and create opportunities for huge projects through scientific lectures, research seminars, and global events, with more than 32 local and international speakers.
More than (28) parties participate in the conference’s work and sessions, most notably: the Ministry of Human Resources and Social Development, the General Authority for State Real Estate, the General Authority for Small and Medium Enterprises, the Accreditation Platform, and the Zakat, Tax and Customs Authority, and it revolves around the topics: “regulations, legislation and enterprise rehabilitation” and “ Best practices for facilities and project management” and “the impact of technology on the contracting sector” with a review of the most prominent global experiences in this aspect.
His Excellency also launched a package of the services of the Saudi Contractors Authority, all of which aim to support and develop the contracting sector in the Kingdom, foremost of which is “consulting services” that provide the necessary advice and guidance to individuals, medium and small companies and project owners in the contracting sector through an integrated electronic platform that saves time and effort and provides The best experts in many administrative, technical and construction fields, in addition to the “Contractors Evaluation Service” that aims to enhance transparency and competitiveness in the contracting sector, by enabling project owners to evaluate contractor performance,
In addition to a third service aimed at “Searching for Construction Supervisors”, a service launched by the authority in order to facilitate communication between project owners and construction supervisors by enabling construction supervisors to display their expertise and skills on a unified platform that allows the project owner to search for and evaluate them. All these services can be obtained from Through the Moqawal platform: (https://muqawil.org/), the authority is also working with the Ministry of Municipal and Rural Affairs and Housing represented by the Agency for Regulating City Operators Services on a number of pivotal initiatives to advance this sector.
The conference witnessed the signing of a set of agreements and memoranda of understanding during the ceremony with several parties, including the General Organization for Technical and Vocational Training, in order to build and extend bridges of cooperation between the two parties in the areas of training and development in accordance with technical training regulations and systems, and to exchange advisory services, research results, and administrative and knowledge experiences between the two parties. The two parties, in addition to signing a memorandum of understanding with the Zakat, Tax and Customs Authority, aims to cooperate in identifying and addressing the challenges and obstacles facing contractors.
A memorandum of understanding was also signed with the Saudi Electricity Company aimed at urging contractors wishing to implement the projects of the Saudi Electricity Company and identifying investment opportunities to participate in the contracts and projects of the company, in addition to signing a memorandum of understanding with the Saudi Center for Commercial Arbitration, in order to establish cooperation between the two parties in the areas of development and quality improvement. Drafting model dispute settlement terms and circulating them to the contracting sector, providing the necessary technical support to the authority and exchanging experiences between the two parties. The authority also signed a memorandum of understanding with the National Institute for Industrial Training (NITI).
For the purpose of providing technical and administrative advisory services to contractors and those interested through the advisory services platform developed by the authority, activating joint cooperation between the two parties and adopting initiatives that contribute to addressing the challenges facing the contracting sector.
The authority signed a memorandum of understanding with the Leading National Academy (LNA) aimed at cooperating, training and developing women cadres in various technical, technical and administrative professions, preparing and presenting training and educational programs and professional certificates for female workers and those wishing to work in the contracting sector, in addition to signing a memorandum of understanding with the National Training Center for Management Facilities and Hospitality (FHM) will enhance cooperation between the two parties in the field of management consultancy specialized in the field of facilities management and hospitality, and provide technical and administrative advisory services to contractors and those interested in the field of facilities management and hospitality through the advisory services platform.
These efforts undertaken by the Saudi Contractors Authority come within the framework of its tireless pursuit to keep pace with the plans, programs and objectives of Vision 2030, which led to the growth of construction in the residential and non-residential sectors in the Kingdom, and contributed to increasing investment in the entertainment and tourism sectors, as well as the increasing demand for urban expansion and residential development. The building and construction sector is the second largest non-oil sector in the Kingdom, and the contracting industry represents a cornerstone of this sector. The authority sought to make the International Contracting Conference and Exhibition a comprehensive platform and an opportunity to communicate with industry leaders and decision makers, and worked to establish this event; To be the first event in the contracting sector in the Kingdom of Saudi Arabia.
