Abu Dhabi Department of Economic Development adds computer software design to free professions licenses


The Abu Dhabi Department of Economic Development announced the expansion of the activities of the liberal professions license for citizens, non-citizens, residents and foreigners from various countries of the world by adding the activity of designing computer programs within the framework of the National Program for Programmers.

This is in line with the initiative of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to grant 100,000 golden residences to entrepreneurs, project owners, start-ups and specialized in programming.

The Abu Dhabi Department of Economic Development had recently issued a decision regarding the issuance of licenses to practice self-employment activities “Freelance” for UAE citizens and non-citizens, and identified 52 economic activities for them, the most important of which are consultancy activities in the field of computer equipment and devices and the design of information network sites, with the aim of attracting elite programmers from Qualified persons and holders of specialized scientific certificates that are related to specific technical specializations available to a wide segment of residents in the country and abroad, especially those with expertise and professional specializations needed by the labor market in Abu Dhabi.

Rashid Abdul Karim Al Balushi, Undersecretary of the Department, stressed the keenness of the Government of the Emirate of Abu Dhabi to support national efforts to establish 1,000 major digital companies in the country in the next five years and to involve them in the process of building the digital economy, and to create an infrastructure that stimulates creativity and innovation and is able to keep pace with the rapid changes in various vital sectors.

He said, “Adding programming activity to the list of free professions license activities issued by the department at the level of the Emirate of Abu Dhabi allows for foreign and local competencies specialized in this field to create legal persons that enable them to deal with government agencies and private sector establishments, which could be the nucleus of digital companies. A giant in the future that contributes to supporting the Emirate’s government’s approach to promoting the digital economy within the framework of the local economy.”

Al Balushi added that the Emirate of Abu Dhabi opens its doors to creators through a liberal professions license to motivate them by facilitating procedures and requirements for practicing the activity, allowing them to practice their business activities from the residence or any other location that is authorized, subject to the general provisions of the individual institution.

He explained that the free professions license aims to support talents, innovations and scientific expertise available in the country or coming from outside the country, and it has the right to contract with free zones and economic establishments operating in them without the need to issue a license within the free zones.

The regulation of the decision on self-employment licenses defines the controls for working under it and the general requirements that require the non-national license applicant to prove specialization in the activity required to be licensed through scientific certificates in the field or certificates of experience in practicing work or approved achievements in the specialized field related to the activity. This license provides residency It is for the owner of the license and his family, and you do not give him the authority to request labor on the license.

It is worth noting that entrepreneurs and programmers who obtained a golden residency will enjoy a number of facilities and financing options provided by the National Program for Programmers to support the implementation of their innovative projects and ideas, and the establishment of digital companies that support the competitiveness of the national economy globally, in addition to various opportunities for cooperation and communication with government and private agencies and major technology companies in The UAE and abroad to implement promising ideas and turn them into integrated projects.
