The Secretary-General of the National Committee for the Saudi Building Code, Engineer Saad Al-Shuail, confirmed the application of mandatory insurance for residential buildings starting from next July of the current year 2021.Al-Shuail explained in a television interview that starting from the next 1/7, owners of residential buildings of 3 floors and less will be obligated to issue an insurance policy to insure the buildings against hidden defects.
Al-Shuail explained that the term of the policy is 10 years, and it covers defects in construction works and other elements that weaken the strength and stability of buildings. The insurance also covers soil and construction inspections. The policy stipulates that defects are not discovered at the date of issuance of the certificate. Al-Shuail pointed out that the insurance was previously applied to residential buildings with 4 floors and more, so that the insured is compensated for the costs of repair, replacement and strengthening of buildings resulting from hidden defects that are discovered and reported to the company during the insurance coverage period.
The Secretary-General of the National Committee for the Saudi Building Code revealed that the implementation of the building code is mandatory by the Ministry of Municipal and Rural Affairs and Housing, by fulfilling 3 requirements to apply the code, which are the appointment of an approved engineering designer office, the appointment of an approved engineering supervisor office, and the purchase of a mandatory insurance policy on the building. Later, a condition will be added obligating the selection of a contractor registered and approved in the Saudi Contractors Authority.
Al-Shuail pointed out that the implementation of the Saudi Building Code will be carried out according to the honorable royal decree in 5 stages, and the third stage has now begun in cooperation with the Ministry of Municipal and Rural Affairs and Housing as the executive arm of the application by virtue of its competence in applying the procedures and by following up on the implementation of buildings.
Al-Shuail stated that 4 entities will inspect the implementation of the Saudi Building Code by contractors, under the leadership of the Ministry of Municipal and Rural Affairs and Housing through the approved “Baladi” electronic platform, with the aim of preserving the safety of life and property, building sustainability, and rationalizing electricity and water consumption.
