Singh said that among the possible reasons for disposing of corpses in rivers is the lack of funds to buy materials such as firewood to burn bodies and religious beliefs in some communities, and families dispose of victims for fear of the virus.
He asked village officials to ensure that bodies were not dumped in the rivers, and said that the state government would pay five thousand rupees ($ 68) to poor families to burn or bury the bodies of the dead.
The state also required police to patrol rivers to stop this process.
On Saturday, Prime Minister Narendra Modi urged officials to take rural health care resources and step up follow-up as the virus spreads rapidly in those areas after sweeping cities.
