The Council of Ministers held its meeting today – via video call – headed by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, Prime Minister, may God protect him.

At the beginning of the session, the Council of Ministers was briefed on the content of the discussions and talks that took place during the past days between the Kingdom and a number of brotherly and friendly countries, and what they included in dealing with ways to strengthen and strengthen relations in various fields, regional and international developments, and emphasize standing with the international community in all that It serves the security of the world and the restoration of peace.

The Council then reviewed developments in the situation and political issues in the region, reaffirming that the Kingdom will continue its efforts at all levels to stop the Israeli measures and attacks. By communicating with the active parties to exert pressure on the occupation government, and to find a just settlement for the Palestinian issue in a way that achieves the aspirations of the brotherly Palestinian people to establish their independent state with East Jerusalem as its capital, in accordance with international legitimacy decisions and the Arab Peace Initiative.

In his statement to the Saudi Press Agency, Dr. Majid bin Abdullah Al-Qasabi, the Minister of Information in charge, stated that the Council of Ministers expressed the Kingdom’s support for the efforts aimed at preserving the security, stability and well-being of the Sudan, its brotherly people, and its return to its natural place in the international community, welcoming in this context the fruitful results Issued by the (Paris Conference), in which the Kingdom initiated a grant to contribute to covering part of the financing gap for Sudan with the International Monetary Fund, and to transfer its balance in the emergency accounts and deferred fees at the Fund to deal with arrears and reduce the burden of debt on it.

The Council renewed what the Kingdom confirmed during the summit facing the challenge of lack of funding for Africa, which was held in the French capital, Paris, in terms of its continuing leadership role in promoting development and promoting investment in the countries of the continent, and its support for international and regional efforts to lay the foundations of security, stability, conflict resolution, and fighting extremism and terrorist groups In the countries of the Sahel and Sahara, improving security capabilities, as well as helping the countries of the continent out of the cycle of debts and exploit their own revenues and capabilities.

His Excellency indicated that the Council of Ministers followed the developments of the Corona pandemic at the local and international levels, and the efforts made to return the curve of epidemic cases in the Kingdom to lower levels, with the number of doses given reaching (13 million) in vaccine distribution centers in various regions, stressing the need to continue adhering to the precautionary measures. And preventive and adherence to them.

The Council reviewed the topics on its agenda, including topics that the Shura Council participated in studying, as well as the findings of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers in this regard.

The Council of Ministers concluded the following:

First: Approving a draft memorandum of understanding between the Ministry of Islamic Affairs, Advocacy and Guidance in the Kingdom of Saudi Arabia and the Fiqh Council in the Republic of Iraq in the field of Islamic affairs, and authorizing His Excellency the Minister of Islamic Affairs, Advocacy and Guidance – or his representative – to negotiate with the Iraqi side regarding the project and sign it.

Second: To authorize His Excellency the Minister of Tourism – or his representative – to negotiate with the Omani and French sides regarding two draft memoranda of understanding in the field of tourism between the Ministry of Tourism in the Kingdom of Saudi Arabia and each of: the Ministry of Heritage and Tourism in the Sultanate of Oman, and the Ministry of Europe and Foreign Affairs in the Republic of France, and the signature On them, and then uploading the final two signed copies, to complete the legal procedures.

Third: To authorize His Excellency the Minister of Tourism – or his representative – to negotiate with the United Nations World Tourism Organization regarding a draft cooperation agreement between the Ministry of Tourism in the Kingdom of Saudi Arabia and the World Tourism Organization to develop human capabilities through e-learning, sign it, and then upload the copy Signed final, to complete the statutory procedures.

Fourth: Approval of a multilateral memorandum of understanding regarding consultation, cooperation and exchange of information between the regulators of capital markets in the Arab countries that are members of the Federation of Arab Securities Authorities.

Fifth: Amending the name (Events Center) – established by Cabinet Resolution No. (471) dated 7/15/1441 AH to become (The National Center for Events).

Sixth: Amending Paragraph (4) of the rules and procedures for rationalizing water consumption and regulating its use in agricultural fields in all cities and villages and desertion in the Kingdom – approved by Cabinet Resolution No. (335) dated 11/9/1428 AH – by adding the following text: «It does not include This is the vegetable products grown in open areas in the Arab Shield region, and the Ministry of Environment, Water and Agriculture sets the controls and mechanisms necessary for exporting these products, taking into account water security and food security in the Kingdom »to its deficiency.

Seventh: The appointment of Dr. Faisal bin Sultan Al-Subaie and Dr. Omar bin Daij bin Umayrah, as members of the board of directors of the National Center for Efficiency and Rationalization of Water, who are specialists and experts in the field of the work of the center.

Eighth: To oblige recruitment companies with regard to domestic workers brought in through them, to insure the contract of domestic workers on behalf of the client, and recruitment offices, and to include the cost of that with the costs of the contract concluded between the company or the office and the employer, for the first two years from the date of the beginning of that contract, and the insurance Then, voluntarily, to the employer when renewing the worker’s residency.

Ninth: The social insurance system includes all workers in ministries and government agencies who are not subject to the civil retirement system, including those working on the system of temporary jobs or contracts, regardless of their service period.

Tenth: Approving the regulation of the Ministry of Investment.

Eleventh: Approval – in principle – for the King Salman Center for Relief and Humanitarian Action to establish an endowment fund, and for the center to submit the draft organization of the fund to the Council of Ministers, for approval.

Twelfth: Approval of promotions and appointment for the (fifteenth) and (fourteenth) ranks, as follows:

Ali bin Saeed bin Ali Al-Qahtani is promoted to a position (security advisor) at the (fifteenth) rank at the Ministry of Interior.

Amer bin Ali bin Khader Al-Mutairi is promoted to a position (environmental consultant) at the (fifteenth) rank at the Ministry of Environment, Water and Agriculture.

Eng. Ahmed bin Abdulrahman bin Musa Al-Salim is promoted to a position (advisor for technical affairs) at the (fifteenth) rank at the Ministry of Municipal and Rural Affairs and Housing.

Appointment of Dr. Saad bin Muhammad bin Musfer Al Muhaimid to the position of (Deputy General President for the Affairs of the Grand Mosque) at the (fifteenth) rank at the General Presidency for the Affairs of the Grand Mosque and the Prophet’s Mosque.

Ammar bin Abdullah bin Abdulaziz Al-Ammar is promoted to the position of (Director General of the General Administration of Internal Auditing) at the (fourteenth) rank at the Ministry of Interior.

Ibrahim bin Muhammad bin Ibrahim al-Luhaidan is promoted to the position of Director General of the Minister’s Office for Confidential Affairs (14th) rank at the Ministry of National Guard.

Muhammad bin Athal bin Abdul Karim Al-Harbi is promoted to the position of Director General of the General Administration of Weapons and Ammunition (14th) at the Ministry of National Guard.

Khalid bin Suleiman bin Abdullah Al-Hogail is promoted to a position (Director General of Financial Affairs) at the (fourteenth) rank at the Ministry of National Guard.

Nasser bin Abdullah bin Ibrahim Abu Haimed is promoted to a position (Director General of the Office of the Deputy) at the (fourteenth) rank at the Ministry of National Guard.

Eng. Ghanim bin Hamid bin Saeed Al-Qahtani is promoted to the position of Director General of the Minister’s Office (14th rank) at the Ministry of Environment, Water and Agriculture.

Engineer Abdullah bin Khamis bin Muhammed Al-Zaidi is promoted to the position of Director General of Administrative and Financial Affairs (14th) at the Holy Capital Municipality.

Anas bin Abdulrahman bin Nasser Al-Shalfan is promoted to a position (General Director of the Ministry’s branch in Riyadh region) at the 14th rank at the Ministry of Municipal and Rural Affairs and Housing.

– Muhammad bin Abdulaziz bin Abdullah Al-Sufyan is promoted to the position of (Under Secretary for Municipal Affairs) at the (fourteenth) rank at the Eastern Province Municipality.

Saeed bin Nasser bin Mubarak Al-Harissen is promoted to a position (legal advisor) at the (fourteenth) rank at the General Secretariat of the Council of Ministers.

The Council of Ministers also reviewed a number of general topics on its agenda, including annual reports of the Ministry of Sports, the Saudi Organization for Standardization, Metrology and Quality, and the National Center for E-learning, and the Council has taken the necessary actions regarding these issues.
