The regulation of the job-search aid, which was finally approved by the Cabinet, specified the disbursement of the financial aid for a period of 15 months.

The regulation, which will come into effect after 90 days, aims to: regulate the disbursement of the benefit and determine the people who are entitled to it, work to support job seekers and help them in obtaining it, motivate job seekers to enter the labor market, define the rights of the parties involved (the fund and researchers About work) and their responsibilities and obligations.

According to the regulation, the disbursement will be as follows: the first four months are 2000 riyals per month, the second four months are 1,500 riyals per month, the third four months are 1,000 riyals per month, and the last three months are 750 riyals per month.

The organization stated that the conditions for obtaining the aid are that the applicant must be a Saudi national, that he must be a permanent resident in the Kingdom and be able to work and be serious in searching for him. The regulation specifies the criteria for ability and seriousness, and that his age is not less than 20 years and not more than 40 years, and not He shall be an employee in the public or private sectors, and he shall not be given a retirement pension, nor shall he be given any financial allowance or compensation against unemployment, and he shall not be given a pension from security, and he shall not be a student or trainee in education or training, and he shall not have a commercial activity, And that the monthly income or wealth does not exceed the prohibitive limit for obtaining the benefit, as specified by the regulations.

The conditions also included that the applicant had not previously benefited from the job-search aid or the financial allowance due to the difficulty in obtaining a job, except for those who had previously benefited from this, provided that in all cases, the previous and subsequent disbursement periods do not exceed the subsidy disbursement period stipulated in Article Three of Organization, provided that the bylaw specifies the mechanism for calculating durations.

The regulation specified that the disbursement of the subsidy shall be stopped immediately in the following cases: The end of the period of disbursement of the benefit, and if the applicant requests to stop it, and if he dies, and if any of the conditions of his entitlement specified in Article Five are removed.

The regulation allowed suspending aid disbursement by the Human Resources Development Fund for a period not exceeding six months, provided that the regulations specify cases in which disbursement can be suspended.

The organization affirmed that whoever intends to provide incorrect data or information in order to obtain the aid, he must immediately return the full amount that was disbursed to him, and the fund has the right to refer whoever provides incorrect data or information for the purpose of obtaining the aid to the competent authorities to take legal action against him. The fund or whoever it delegates may take all necessary measures to recover the aid amounts that were disbursed to the beneficiary and it has been proven that he is not entitled to it.

Regarding how to apply, Article 6 of the regulation clarified that the following is required for this: Submission of the application to the Fund or whom it delegates shall be via the electronic platform or any other means specified by the Fund. The application shall be submitted subject to one of the following two periods: (a) Before the lapse of 24 months from the date of End of studies or training in any of the stages of education or training, b- After the lapse of 24 months from the date of the end of the job or labor relationship if he was someone who had previously worked in the public sector or the private sector, taking into account the provisions of Paragraph (7) of Article (5). (From regulation), and the Council may amend these two terms in agreement with the National Development Fund.

The applicant shall also be required to adhere to the following: (A- Attend at the time specified by the fund or whomever it authorizes to evaluate his request, as specified by the regulations, b- Provide the fund or whoever it authorizes with all the documents it requests in the manner it specifies, c- Instructions issued by the fund during Study his request, as specified by the regulations.

The conditions also include the fund’s study of the application to verify the availability of eligibility conditions, provided that the applicant is notified of the decision made in his regard within a period not exceeding two months from the date of completing the application. In the event that the fund’s decision to reject the application, the rejection must be reasoned.

Article Seven obligates the beneficiaries to a number of conditions, whereby the eligible person and the beneficiary are obligated, starting from the date of acceptance of the application or the date of disbursement of the aid, to immediately notify the Fund of any change that occurs and which leads to – or may result in – his ineligibility for the subsidy, and to provide the documents requested by the Fund or whomever it authorizes to enable it to verify Availability of the eligibility conditions for him, and by adhering to the instructions issued by the Fund or whoever it authorizes for the eligible person and the beneficiary personally or through his electronic file on the electronic platform or through any other means determined by the Fund or whoever it authorizes, including attending in person to evaluate his request or attend to conduct personal interviews with owners Work or with other entities specified by the fund or whomever it authorizes.

The qualifying person and the beneficiary are also obligated to attend any educational or training course, including electronic training or on-the-job training, to attend the Fund or whoever it delegates to obtain qualification, training or employment services, and to visit the electronic file on the electronic platform, as determined by the regulations. By agreeing to the appropriate job offers that are presented to him. A job offer is appropriate if it fulfills the following conditions: (a) It is compatible with the applicant’s level of academic qualification and his experience according to the jobs provided by employers. B- The monthly wage is not less than the minimum set by the Fund in accordance with the criteria specified by the regulations. The distance between the workplace and the residence of the qualified person or the beneficiary from the distance specified by the regulation d- To comply with the instructions issued by the Ministry of Human Resources and Social Development), and what is stated in the conditions stipulated in sub-paragraphs (a), (b) and ( C) For the purpose of determining the appropriate job offer in the event that the qualified or beneficiary has not previously worked and his academic qualification is a high school diploma or less, or if two job offers that meet all the conditions stipulated in subparagraphs (a), (b) and (c), or he has refused It has been registered with the fund for 6 months or more. The fund may, at its discretion, make an exception to some of these conditions.

The qualified person and the beneficiary are also obligated to show seriousness in searching for work and commitment to the training and qualification offered to him, to respond to the fund or whoever it authorizes when communicating with any of the means of communication, and to respond by coming to the fund or whomever it authorizes to assess his seriousness in looking for work, and any other obligations determined by the fund in accordance with For the purposes of the organization and the regulation.

The qualified person must pass a period not exceeding two months without violating any of his stipulated obligations without an excuse accepted by the Fund, and the beneficiary must not violate any of his stipulated obligations without an excuse accepted by the Fund, and the regulations specify the type and number of stipulated obligations that failure to perform will result in non-payment Aid to the eligible person, or reduce it or stop its disbursement from the beneficiary

Article 8 stipulates that payment of the benefit to the beneficiary shall be stopped immediately in any of the following cases: (a) The end of the period of disbursement of the benefit to him. B- If he requests to stop disbursement of the benefit. C- If he dies. In Article (five) of the regulation), and in the event that payment of the benefit to the beneficiary is suspended based on sub-paragraph (a) of paragraph (1) of this article, he is not entitled to apply for a new aid.

Also, without prejudice to the provisions of Article (7) of the regulation, if the payment of the benefit to the beneficiary is stopped based on subparagraph (b) or (d) of paragraph (1) of this article, the fund may accept its request to complete the disbursement of the subsidy, according to what it specifies The regulations, bearing in mind that the total period of disbursement of the aid – whether continuous or intermittent – does not exceed 15 months, taking into account what applies to the amount of the subsidy according to Article (3) of the regulation.

Article 8 stipulates that the aid should be reduced by an amount of 200 riyals per month, and the reduction continues until the end of the period stipulated in Article (3) of the regulation, if the beneficiary does not abide by one of his obligations specified in Article (7) of the regulation, in accordance with what is specified in the regulations, as well as The value of the monthly income and wealth shall be deducted from the aid, according to what is specified by the regulations, and the fund may temporarily suspend the payment of the aid to the beneficiary for a period not exceeding 6 months, and the regulations specify the cases in which the payment of the subsidy can be suspended.
