SPA: Amending the regulations for accepting scholarship students for non-Saudis in higher education institutions

The Saudi Council of Ministers, headed by King Salman bin Abdulaziz Al Saud, the Prime Minister, decided to amend the executive regulations of the White Land Fee System, issued by Cabinet Resolution No. (379).

According to a statement issued by the Saudi Press Agency (SPA), the Council of Ministers held its session today – via video call – chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, Prime Minister.

At the beginning of the session, the Custodian of the Two Holy Mosques directed what he had done to all Muslims, from reaching the blessed month of Ramadan, the month of the Qur’an, mercy and forgiveness, asking God to help them to fast, perform the prayers and all other acts of obedience, and to accept from the two holy mosques their worship and worship, and directing the state apparatus to intensify and join Efforts and their integration to provide the best services to the guests of Rahman and to ensure their comfort, and to ensure their safety and security.

He expressed – may God protect him – his thanks and appreciation to his brothers, the Majesties, Excellencies and Highnesses, the leaders of brotherly countries, and to the citizens and residents in the Kingdom, for their good wishes and sincere prayers, on the occasion of the advent of the month of Ramadan, calling on God – the Almighty – to accept from everyone good deeds, and to reveal the Corona pandemic On the behalf of Muslim countries and countries of the world, and to repeat this occasion on the Islamic Ummah with goodness and blessing and more security and stability.

In his statement to the Saudi Press Agency, Dr. Majid bin Abdullah Al-Qasabi, the Minister of Information, stated that the Council of Ministers discussed, accordingly, what the Kingdom is witnessing in terms of an accelerated development and economic renaissance at all levels. According to the plans and programs of (Vision 2030), and the initiatives that fall under it in the renewable energy sector, we congratulate in this context what His Royal Highness the Crown Prince – may God protect him – announced about new projects that represent essential parts of the Kingdom’s pioneering role towards common international issues, and embody the efforts. Aiming at localization, enhancing local content, and enabling local manufacturing of components for the production of solar energy and wind energy, so that the Kingdom, within the next ten years, will – God willing – become a global center for conventional and renewable energy and its technologies..

The Council reviewed the developments of the Corona pandemic at the local and international levels, the latest statistics and indicators, and what the vaccination campaign recorded in terms of exceeding the vaccine doses for more than six million doses through more than (587) centers in various regions of the Kingdom, as well as monitoring, follow-up, and continuous evaluation of preventive measures..

The Cabinet dealt with a number of issues on the latest developments in events and their developments on the Arab, regional and international arenas, and the efforts made to promote peace, stability and development in the region and the world. His Excellency indicated that the Council was briefed on the topics on its agenda, among them topics that the Shura Council participated in studying, and the findings of each of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers in Like it.

The Council of Ministers concluded the following :

First:

Approval of an agreement between the government of the Kingdom of Saudi Arabia and the International Fund for Agricultural Development regarding the establishment of an office for relations with the countries of the Cooperation Council for the Arab States of the Gulf.

Second:

Approval of an agreement between the government of the Kingdom of Saudi Arabia and the government of the Republic of Latvia to avoid double taxation in the matter of taxes on income and capital and to prevent tax evasion and the accompanying protocol.

Third:

Amending Article (5) of the Law on Combating Commercial Fraud – issued by Royal Decree No. (M / 19) dated 04/23/1429 AH, as stated in the decision.

Fourthly:

Without prejudice to the Ministry of Municipal and Rural Affairs and Housing exercising its specializations stipulated in the penalties list for municipal violations, the Minister of Municipal and Rural Affairs and Housing and the Minister of Health agree to determine the violations related to the terms of reference of the Ministry of Health legally established by the Ministry of Health, and to apply the penalties stipulated in the regulation.

Fifthly:

Approval of the final account of the Saudi Standards, Metrology and Quality Organization.

Sixthly:

Amending the Executive Regulations for the White Land Fee System issued by Cabinet Resolution No. (379) dated 9/8/1437 AH, as mentioned in the decision.

Seventh:

Amending the regulations for accepting scholarship students for non-Saudis in higher education institutions in the Kingdom of Saudi Arabia and caring for them – issued by Cabinet Resolution No. (94) dated 3/29/1431 AH – as indicated in the decision.

Eighth:

Approval of promotions to the two ranks (fifteenth) and (fourteenth), as follows:

Promotion of Mohammed bin Abdullah bin Nghemish Al-Harbi to a position of (social advisor) at the (fifteenth) rank at the Ministry of Human Resources and Social Development.

Awad bin Abdullah bin Saad Al-Shahrani is promoted to the position of (Social Security Adviser) at the (fifteenth) rank at the Ministry of Human Resources and Social Development.

Promotion of Muhammad bin Makni bin Dha’ar Al-Buqami to a position (Information Technology Consultant) at the (fifteenth) rank at the Ministry of Human Resources and Social Development.

Hala bint Mazyad bin Muhammad Al-Twaijri is promoted to a position (administrative advisor) at the (fifteenth) rank at the Ministry of Human Resources and Social Development.

Badr bin Abdulrahman bin Muhammad Al-Othman is promoted to the position of Director General of Financial Affairs (14th rank) in the Armed Forces Medical Services.

Fahid bin Shabib bin Muhammad Al-Qahtani is promoted to the position of Director General of Warehouses (14th rank) at the Ministry of Defense.

Engineer / Mohammed bin Hamad bin Abdullah Al-Faisal is promoted to a position of (civil advisor) engineer (fourteenth) in the armed forces.

Khalid bin Ibrahim bin Faihan Al-Otaibi is promoted to the position of Director General of Financial Affairs (14th) rank in the Land Forces.

Ibrahim bin Rashid bin Mohammed Al-Hwaimel is promoted to a position (planning consultant) at the (fourteenth) rank at the Ministry of Defense.

Abdul Rahman bin Saud bin Muhammad bin Muaqil is promoted to a position (marketing consultant) at the (fourteenth) rank at the Ministry of Commerce.

Abdul Rahman bin Salem bin Muhammad Shukr is promoted to a position (legal advisor) at the (fourteenth) rank at the Ministry of Commerce.

Tayseer bin Saleh bin Mustafa Rajeh is promoted to a position (Director General of the Information Technology Department) at the (14th) rank at the Ministry of Economy and Planning.

Abdo bin Yahya bin Abdo Daghriri is promoted to a position (director general of the ministry’s branch in Jeddah) at the (fourteenth) rank at the Ministry of Economy and Planning.

Khalid bin Nasser bin Saeed Al-Khaldi is promoted to a position (Assistant General Manager of the Diwan Branch in the Eastern Province) at the (fourteenth) rank at the General Accounting Office.

Salim bin Wasl bin Salem Al-Farisi is promoted to the position of Director General of the Reporting Office at the (fourteenth) rank at the General Accounting Office.

The Council of Ministers also reviewed a number of general topics on its agenda, including annual reports of the “former” Ministry of Housing, the General Authority for Foreign Trade, the General Authority for Ports, the General Authority for Cybersecurity, and the General Presidency for the Affairs of the Grand Mosque and the Prophet’s Mosque.
