Nebenzia stressed that Ukraine has not implemented any of the provisions of the Minsk settlement agreements, including amnesty for persons in connection with the events in Donbas, noting that criminal cases are still open against those involved in the prisoner exchange between Kiev and the “Self-Defense” forces in the east. The Russian delegate also indicated that the economic ties between the region and the rest of the Ukrainian lands have not returned, the dialogue on the future of Autonomous Administration in Donetsk and Lugansk, and the lack of a constitutional reform that should define the special status of the Donetsk and Lugansk regions within Ukraine, according to the provisions of the Minsk agreements.
