What did the Corona measures follow-up committee recommend regarding the closure?

The Committee for the Follow-up of Preventive Measures and Procedures for the Coronavirus held a meeting at the Grand Serail headed by the Secretary-General of the Supreme Council for Defense Major General Mahmoud Al-Asmar, Chairman of the Committee, and in the presence of Dr. Walid Al-Khoury, Adviser to the President of the Republic for Health Affairs, Dr. Petra Khoury, Adviser to the Prime Minister for Health Affairs, Ms. Leila Hegazy, Adviser to the Prime Minister for Health Affairs. Public relations and representatives of the ministries of the interior and municipalities, public health, public works and transportation, labor, foreign and expatriates, agriculture, tourism, the president of the Beirut Medical Association, the Syndicate of Private Hospital Owners, the Syndicate of Nurses and a number of specialist doctors in university hospitals, the Lebanese Red Cross Examining the recommendations issued by the scientific committee in the Ministry of Public Health in its history and evaluating the strategy previously approved by the committee in facing the Coronavirus and the procedures supported by it and those not implemented by it in this regard.The meeting issued the following recommendations:

1 – Ministry of Public Health:
1- Activating the work of the epidemiological surveillance program by increasing the number of workers in tracking cases, which currently number about 57 in all of Lebanon, to a rate of 30 workers for every 100,000 people residing in Lebanon, as well as activating the IMPACT platform prepared in cooperation with the Ministry of Interior and Municipalities to track cases And reduce the lack of data with the aim of counting and containing incipient cases.

2- Ensure that hospital and health institutions follow the previously agreed and circulated risk containment protocol, and that it is properly applied by them.
C – Circular to governmental and private laboratories, determining the timing of examinations for those in contact with positive cases, as a minimum of five days from the date of contact with the person infected with the Coronavirus.
D – Developing a plan to increase the number of PCR tests for contacts and the environment most vulnerable to infection, with the aim of limiting the epidemic and limiting its spread, with the possibility of reaching a rate of / 110,000 / examination per million residents.
E – Study and approve the tariff previously proposed by both the Committee for Follow-up of Preventive Measures and Procedures for Coronavirus and the World Health Organization for treating Coronavirus patients in hospital institutions to reach as quickly as possible a specific formula that private hospitals adopt in receiving and treating cases of Coronavirus.
F – Activating the commitment to a specific mechanism for entering and receiving patients infected with the Coronavirus to hospital institutions and the approved mechanism for their removal.2 – With regard to the quarantine centers that have been prepared and operated by the committee in cooperation and coordination with the Ministries of Public Health, Interior and Municipalities, and international donors:
A – The Ministry of Public Health, within a week of its date, will pay the material allowance owed to the directors of Corona quarantine centers from the IMF loan allocated to combat the Corona pandemic, according to what was previously determined.
B- The international donor agencies work to activate coordination and secure the operational costs of these centers in a flexible manner that responds to the necessary and urgent needs.

3 – Syndicates of private hospitals, doctors in Beirut, doctors in the North, nurses and nurses in Lebanon, setting up an emergency phone line for each of them at the disposal of health sector workers to report any problem or complaint related to the non-implementation of the risk containment protocol within the health or hospital institutions To address the issue in coordination with the Ministry of Public Health.

4- The Syndicate of Private Hospital Owners Ensure and work to open and operate special departments for Coronavirus patients in all category A hospitals in Lebanon, while providing incentives for doctors, nurses, and workers in these departments.

5- The Ministries of Interior, Municipalities and Tourism Begin to activate the procedures subject to the third phase of the plan to reopen the generalized sectors in support of the recommendations issued on 8/26/2020 in terms of taking legal measures against violators from issuing warnings, organizing seizure records up to closing with red wax, with strictness to underline minutes Administrative control against violators of preventive measures in terms of not wearing a mask / mouth and nose cover.

6- The Ministry of Public Health, in coordination with the donors, is the need to work on allocating beds and intensive care rooms in Dahr Al-Basheq Governmental Hospital for the benefit of prison inmates infected with the Coronavirus.

7 – The Ministry of Justice: Work to reduce overcrowding in prisons by activating the implementation of the proposed measures in this regard in coordination with the concerned authorities.

8- The Ministries of Public Health and Social Affairs work to develop an action plan to respond and contain cases infected with Corona in health care homes (the elderly, people with special needs, those with mental and mental illnesses, …) and prepare special beds in hospitals for Corona patients with mental and mental illness .

9 – Include the daily report issued by the National Disaster Management Operations Room on Corona virus an interactive map for Lebanon showing the number of infected cases for every 100,000 residents for fourteen days left in each district in order for appropriate action to be taken in each district of closure and tightening of procedures according to the developments at the time .

10 – Work to implement and activate the above-mentioned recommendations and wait to implement the closure of sectors while continuing to assess the reality of the epidemic spread and the capabilities of the health response to build on what is required.

11- The Ministry of Information circulated and promulgated the above recommendations to citizens in order to raise awareness and adhere to preventive measures and procedures.

12- Forming a working group by the committee to develop an awareness plan of the dangers of the Coronavirus, in coordination with the local media, NGOs and religious leaders.
