The nuclear file is close to returning to the Security Council

The gains that Tehran gained in 2015 from UN resolution 2231 are not only limited to the legitimacy of the nuclear agreement, but this resolution also returned its nuclear file from the UN Security Council to the International Atomic Energy Agency, which removed Iran from a burden that was originally avoided by the President. Hassan Rouhani, when he was Secretary-General of the Supreme National Security Council, had it not been for President Mahmoud Ahmadinejad’s insistence at the time to fight the battle with the Europeans, hitting the wall with all Rouhani’s warnings in this regard, as well as his willingness to pay the entire agency’s budget after Rouhani’s prediction of losing the battle based on Westerners are the most financial contributors to this budget.Although the fear of taking responsibility for raising the Iranian file to the Security Council was a reason for early Rouhani’s disembarkation from Ahmadinejad’s boat, the danger of the file returning again began to appear in the last year of Rouhani’s presidency, especially after the IAEA’s Board of Governors adopted the month The past, a resolution calling on Iran to allow the IAEA to visit two sites, Tehran refuses to enter the inspectors. And in light of Tehran’s rejection of this demand, Deputy Foreign Minister Abbas Araghchi expects that “the Governing Council will meet at its meeting in next September the file of Iran to the Security Council,” pointing also to other paths that may lead the file to the Security Council, including American attempts to put forward a project Renewing or banning the international armament imposed on Iran, in addition to its endeavor to activate the “conflict resolution mechanism”, whether through it or through the Europeans, as the Security Council is the focus of this mechanism that was defined by the nuclear agreement.
In turn, international affairs analyst Hassan Beheshti Pour warned of the danger of parliamentary moves aimed at passing a resolution requiring Iran to withdraw from the Nuclear Non-Proliferation Treaty (NBT). He stressed that the United States and Israel would be welcomed by this step by Iran, because, according to him, it would provide them with “an adequate excuse to refer the Iranian file to the Security Council again, and to ratify many measures under the UN Charter, especially Articles 39 to 41, which represent taking Military action against Iran ».
On the other side, the conservative “Watan Emrouz” newspaper was calling for the country’s nuclear conditions to be returned to before the nuclear agreement, including a return to enrichment by 20%, and this escalation is likely to reduce some of the pressures imposed on the country.
It is worth mentioning here that the issue of the return of the Iranian file to the corridors of the Security Council, and despite its sensitivity to the Iranians, its implications will not be – in the opinion of many observers – the same level of repercussions that resulted from the same incident previously, especially in light of the good Iranian relations with each of Russia and China, which recently appeared in their common position by voting against the IAEA board of governors ’decision. But others question the ability of Moscow and Beijing to take a solid stand alongside Tehran if the latter carries out its threats to withdraw from the NPT. Thus, the path for the United States in the Security Council will be easier for re-UN sanctions against Iran, which will complicate the path for American candidate Joe Biden, if he won the US elections, because the international resolution will be binding on the new American administration at the time.
