The Ministry of Human Resources and Emiratisation confirmed that it has taken two main measures to support citizens working for private sector employers, affected by the precautionary measures taken by the state to counter the outbreak of the Corona virus, namely the formation of a committee to follow up the conditions of citizens working in companies, establishments and private institutions, and support their stability, as it set Plans to enhance job security for citizenship workers in various economic sectors.
Since the introduction of precautionary measures at the state level, the Ministry has implemented a “three-pronged” strategy in which it implemented 15 urgent measures aimed at protecting workers in the private sector (citizens and residents), in parallel with the support of establishments and business and helping them to overcome the effects of these measures.
In detail, the Ministry of Human Resources and Emiratisation implemented a “three-pronged” strategy to deal with the file affecting the private sector with all its components from the precautionary measures taken by the state to confront the spread of the virus (Covid-19), known as “the new corona”, with the aim of providing the necessary forms of support for this sector, which It includes more than 337 thousand employers from companies, establishments and institutions, employing more than five million and 95 thousand workers and workers, citizens and residents.
According to the Ministry, the three pillars of the strategy to support the private sector were to protect workers inside enterprises and workplaces, support citizens working for private sector institutions, and finally support private enterprises and companies, as the implementation of this strategy needed to take 15 precautionary, administrative and financial measures. With regard to the first axis related to “protection of workers in enterprises and employers”, the ministry took five measures, which were: “applying the remote work system for workers whose tasks allow this, launching the temporary guide for remote work in the private sector, limiting the proportion of workers in the headquarters The facility with 30% of their total number, reducing the number of dealers to 30% of the capacity of service centers, providing health and safety requirements and means to protect workers ».

And at the level of the third axis concerned with “supporting private sector establishments”, the Ministry implemented eight urgent measures, represented in “suspending the collection of administrative fines for a period of six months, reducing fees for work permits for categories of establishments, lifting all restrictions on establishments registered with the Ministry, facilitating obtaining permits Internal work and renewing the current permits, allowing establishments to retrieve the bank guarantee as soon as the permits are renewed, the ability to amend work contracts with workers temporarily in terms of salary and leave by mutual consent, launch an initiative (early leave) for workers who want to return to their countries while they are at their head, issuing a unified version To supplement the temporary overtime contract, and finally take advantage of the default platform of the labor market to record surplus labor ».
The Ministry of Human Resources and Emiratisation confirmed that the “early leave” initiative came as a humanitarian response to a large number of requests received from some foreign workers who are still at work and wish to return to their countries until the end of the precautionary measures taken by the state to confront the Corona virus, and then put A number of obligations or guarantees on all establishments that are compatible with the foreign worker who is on his job to leave the country, the most important of which is “determining the duration of the leave by signing an additional supplementary form for the work contract during the period of application of precautionary measures due to the emerging Corona virus available on the Intelligent application and the Ministry’s website, and book the worker’s travel ticket (back and forth) and stress it to him », stressing the continuation of the contractual relationship between the employer and the worker, provided that the early leave is considered unpaid leave while the worker retains the remaining dues due to him according to the Labor Relations Act .
