According to Royal Decree No. (A / 524) dated 7/24/1441 AH, the judge states that (in first) “it is permissible in exceptional cases that the Prime Minister appreciates to present the topics of the parliament through the pass through”; review the cabinet – via the virtual network – Decrees and directives issued regarding limiting the spread of the new Corona virus (Covid 19), and the decisions taken by the state agencies in various sectors of precautionary measures and measures to implement them, and effective efforts exerted, based on the leadership’s keenness to protect the health and safety of citizens at home and abroad and residents of Its territory.
The Council of Ministers noted the directives issued to all sectors of the state, particularly the Ministry of Health and other governmental sectors, immediately after the appearance of the Corona pandemic, by taking precautionary measures and preventive measures, and the Council stressed the Kingdom’s ability – to deal with this pandemic and its repercussions and limit its effects on society and the national economy, including Its efforts and its availability of human, financial and health capabilities.
The Council appreciated what the state had taken in providing additional financial resources and necessary support to ensure the continuity of work in the government sector, to provide all services to citizens and residents, and to support the private sector and stimulate economic activities, to maintain its goals in financial sustainability and the integrity of the financial and economic sector, praising what has been taken It is one measure to ensure an abundance of food and drug supplies.
In his statement to the Saudi Press Agency, the assigned Minister of Information, Dr. Majid bin Abdullah Al-Qasabi said that the Cabinet noted the issuance of the generous order that provided health care to all citizens, residents and violators of the residency system in all public and private health facilities in everything related to the treatment of the Corona virus.
In this regard, the Custodian of the Two Holy Mosques, Prime Minister, thanked him and his appreciation to all state agencies and the private sector and their employees, and to all medical teams, security men and support bodies, and volunteers for the sacrifices they made and their efforts and dedication, and his appreciation to citizens and residents for their response and commitment to the instructions issued And guidance, asking God – His ability to contribute – to those efforts that contribute to lifting the epidemic and revealing the scourge, for our country and humanity as a whole.
The Council reviewed a set of reports on the developments and pandemic developments at the local and international levels, and the latest results, statistics and efforts made towards them.
The Minister of Information in charge stated that the Council of Ministers noted the contents of the speech of the Custodian of the Two Holy Mosques addressed to citizens and residents, and his appreciation for the honorable confrontation of all in full cooperation with the relevant agencies during this difficult stage, which are the pillars of success in preserving human health, and the continued efforts of the state in taking All precautionary measures and preventive measures to confront the pandemic, and its keenness to provide the necessary medicine, food and living needs.
The Council also appreciated the confirmation of the Custodian of the Two Holy Mosques in his speech during his presidency of the work of the extraordinary summit of leaders of the Group of Twenty (G20) held at the invitation of the Kingdom to discuss ways to move forward in coordinating global efforts to combat the Corona pandemic; that this humanitarian crisis requires a global response, and what depends The world calls on the leaders of the largest economies of the world to join hands and work together to confront it on the health, economic and commercial levels, and what the Kingdom has initiated of working with brotherly and friendly countries and specialized organizations to take all necessary measures to contain the pandemic and ensure the safety of individuals. Supported by a God taken by the States of effective action in this regard, and the full support of the Kingdom of the World Health Organization in efforts to coordinate efforts to combat the pandemic.
The Cabinet discussed the contents of the final statement of the G20 leaders ’extraordinary summit’s commitment to do everything possible to overcome this pandemic, which requires unifying efforts and starting and developing them in ways of cooperation between member states with the rest of the world to serve and protect the human being, and work to limit Among the repercussions of this crisis, and ways to support various aspects of health, social and economic, and inviting the G20 countries to contribute to the support of developing countries.
The Council reaffirmed the Kingdom’s condemnation and denunciation of the Houthi terrorist militia launching two ballistic missiles at civilian objects and civilians in the Kingdom, while expressing the true threat of this terrorist militia and the Iranian regime supporting it, in a brutal attack at a time when the whole world is united and together to fight the Corona pandemic.
The Cabinet reviewed the topics on its agenda, including topics that the Shura Council participated in studying, as well as what was reached by both the Council of Experts in the Council of Ministers and the General Committee of the Council of Ministers in this regard.
The Council of Ministers has concluded the following:
First: The Council of Ministers decided to authorize the Minister of Energy, the Chairman of the Board of Directors of the Nuclear and Radiological Supervision Authority – or his representative – to negotiate with the Spanish side regarding a draft memorandum of understanding to exchange information in the field of nuclear safety and radiation protection between the Nuclear and Radiological Control Authority in the Kingdom of Saudi Arabia and the Nuclear Safety Council In the Kingdom of Spain, sign it, and then upload the final signed copy, to complete the formalities.
Second: The Council of Ministers decided to authorize the Minister of Interior – or his representative – to negotiate with the International Criminal Police Organization (INTERPOL) regarding a draft agreement between the Kingdom of Saudi Arabia and the International Criminal Police Organization (INTERPOL) regarding the establishment of a regional office for INTERPOL for the MENA region on the territory of Kingdom of Saudi Arabia, sign it, and then upload the final signed copy, to complete the statutory procedures.
Third: After reviewing what was submitted by the Minister of Foreign Affairs, and after considering the Shura Council Resolution No. (102/24) dated 6/18/1441 AH, the Cabinet decided to approve a headquarters agreement between the Government of the Kingdom of Saudi Arabia and the General Secretariat of the Cooperation Council for the Arab States of the Gulf in Like the headquarters of the Unified Military Command of the Gulf Cooperation Council states, a royal decree has been prepared in this regard.
Fourth: The Council of Ministers decided to authorize the Minister of Commerce, the Chairman of the Board of Directors of the National Competitiveness Center – or his representative – to sign a draft memorandum of cooperation between the Kingdom of Saudi Arabia, represented by the National Competitiveness Center and the United Nations represented in the Office of Legal Affairs, regarding financial contribution to the UNCITRAL Trust Fund , And raising what is reached, to complete the regular procedures.
Fifth: After reviewing what was submitted by the Minister of Finance, and after considering the Shura Council Resolution No. (63/16) and dated 5/18/1441 AH, the Council of Ministers decided to approve the memorandum of cooperation between the Saudi Arabian Monetary Agency in the Kingdom of Saudi Arabia and the Dubai Financial Services Authority in The United Arab Emirates in the field of financial services.
Sixth: The Council of Ministers decided to authorize the Minister of Finance, the Chairman of the Board of Directors of the General Authority of Customs – or his representative – to sign a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Azerbaijan on cooperation and mutual assistance in customs matters, and then upload the final signed copy, to complete the regulatory procedures.
Seventh: The Council of Ministers decided to authorize the Attorney General – or his representative – to negotiate with the Moroccan side regarding a draft memorandum of cooperation between the Public Prosecution in the Kingdom of Saudi Arabia and the Presidency of the Public Prosecution in the Kingdom of Morocco in the field of investigation and public prosecution, and to sign it, and then upload the final signed copy , To complete the formalities.
Eighth: The Council of Ministers decided to approve the amendment of the organization of the Prince Sultan Center for Defense Studies and Research issued by its Resolution No. 339 dated 16/8/1437 AH, as stated in the decision.
Ninth: The Council of Ministers decided to form a supreme committee in the name of (the Higher Committee for Energy Mix Affairs for Electricity Production and Enabling the Renewable Energy Sector) headed by the Crown Prince, Deputy Prime Minister and President of the Council of Economic and Development Affairs, to decide on everything related to determining the optimal energy mix for electricity production, supervision and empowerment The renewable energy sector, from production and manufacturing, and be a reference for all related topics.
Tenth: After reviewing the recommendation prepared in the Council of Economic Affairs and Development No. (54-19 / 41 / D) and the date of 19/6/1441 AH, the Council of Ministers decided that the Ministry of Tourism should control the violations related to its competencies related to tourist accommodation facilities, which include The penalty for closing the facility, and imposing fines and penalties related to these violations.
Eleventh: The Council of Ministers decided to appoint Dr. Dima Bint Saleh Al-Athel, as a representative of the private sector institutions, Dima Bint Abdulaziz Al-Sheikh as a representative of civil society institutions, two members of the National Committee for the Standardization of Ethical Content for Information Technology.
Twelfth: After reviewing what was submitted by the Chairman of the Board of Directors of the National Center for Privatization regarding the analytical study of the suitability of listing the assets, sectors and services targeted for privatization in the Saudi financial market immediately after their allocation, and after reviewing the recommendation prepared in the Council of Economic Affairs and Development No. (1-6 / 41) T) Date: 5/19/1441 AH
The Cabinet decided on a number of arrangements, including the following:
1- The assets, sectors, and services to be allocated in the Saudi financial market are listed by offering a public offering, whether directly or indirectly, according to the rules and regulations issued by the Board of Directors of the National Center for Privatization.
2- The public offering of indirect allocation projects in the Saudi financial market shall be through a company (or companies) established by the National Allocation Center for this purpose, which will be the owner of the state’s share in the allocation projects to be offered in the Saudi financial market.
Thirteenth: The Cabinet approved promotions for the fifteenth and fourteenth ranks, as follows:
1- Promotion of Abdul Rahman bin Abdullah bin Abdul Rahman Al Suhaibani to the position of (Undersecretary for Sports Affairs) at the 15th rank at the Ministry of Sports.
2- Saeed bin Saad bin Muhammad Al-Qahtani is promoted to the position of (financial advisor) at the 15th rank at the General Accounting Office.
3- Promotion of Engineer / Abdul Razzaq bin Abdullah bin Mohammed Al-Olayani to a position (Architectural Consultant Engineer) at the 14th rank in the Asir region municipality.
4- Promoting Muhareb bin Mansour bin Nasser Al-Mutairi to a position (Director General of Administrative and Financial Affairs) at the 14th rank in the Eastern Region Municipality.
5- The promotion of Ahmed bin Muhammad bin Abdullah Al-Bukairy to the position of (Mayor of Al-Kharj Municipality) at the 14th rank at the Ministry of Municipal and Rural Affairs.
6- Promoting Majed bin Abdulaziz bin Suleiman Al-Husain to a position (technical expert) at the 14th rank at the Ministry of Municipal and Rural Affairs.
7- Promoting Walid bin Khalid bin Ahmed Nahas to the position of (Administrative Consultant) at the 14th rank at the Cabinet of Experts.
