The Educational Center for Research and Development announced a national response plan to implement e-learning remotely and support the efforts of the Ministry of Education and public and private schools, with the aim of completing the academic year with the least possible damage.

The multi-level plan and means focus on the necessity of reaching all learners and making educational resources available to all through multiple means, especially through television and the Internet. The center will present the plan to the Minister of Education to obtain its support and approval for its launch, provided that the provision of educational materials and services begins within days of the date the plan is launched.

The plan relies on the gradual use of technology, taking into account that a number of students and teachers do not have direct and fast communication with the Internet, and will be reached through a TV channel / channels, and seeks to provide free access to electronic learning sites through any mobile phone or Internet subscription. .

The national distance learning response plan includes the following main themes:

The first axis – electronic content: The goal of this axis is to provide basic learning in the curriculum, and to seek the help of the best teachers in explaining and communicating them to the student, either electronically or through a television channel. The method of presenting the content aims not only to transfer and consolidate the knowledge of the student, but also to motivate him to think about the foundations of this knowledge and its applications. The recorded and electronic content consists of the following components:

1-1 Short educational-learning classes recorded for all subjects for official certificate grades: Submitted electronically through television broadcasting and through the Learning Management System or electronic means of communication. A number of distinguished teachers and technicians produce the first lessons / episodes, with the possibility of all teachers participating in producing additions that enrich the educational-educational process, within specific criteria, and present them to the educational center to add them where necessary.

1-2 A digital library that includes interactive electronic global lessons: A number of diverse electronic lessons are networked, especially in the fields of science, mathematics and languages, with the Lebanese curriculum topics for all grades, and they are provided free of charge to students through an electronic platform provided by the center, with the aim of providing quick, available and rich alternatives to compensate The rest of the school year. Teachers are trained, either remotely or as closely as possible, to use these resources to stimulate student learning and follow-up. The development of this library is accompanied by everyone’s general guidance on how to use it and benefit from it.

The second pivot – providing electronic content: This includes the means through which the content will be presented, and following the learning process as much as possible. It includes the following elements:

2-1 Television broadcasting: The recorded shares are broadcasted through the TV in order to reach learners and teachers who cannot communicate online permanently and quickly enough, which makes interacting with content through the Internet a difficult or unavailable issue. The registered lessons option integrates with the other options, although it is not a substitute for the options that allow interaction between the learner and the educational subject, and between the learners among them, and between the learners and the teacher, but it remains the best option when the Internet is not available in a permanent form and quickly enough.

2.2 The Learning-Learning Environment and Learning Management System (LMS): Registered classes and international interactive lessons are provided through the Learning Management System to follow the movement of learners’ interaction with electronic content, and allow them to interact with each other and with their teachers, and this is integrated with an easy environment for interaction and follow-up such as G Suite from Google, whose apps are used by many teachers.

2-3 Simultaneous data monitoring and management: Reports and data are produced continuously and simultaneously about the activities of learners who will use the LMS, in order to determine the proper functioning of the teaching and learning process, to determine the weaknesses and shortcomings in an accurate form and to process them in succession.

The third axis – direct communication: It is available for teachers to provide registered electronic lessons that are broadcast at specific times, directly or simultaneously with their students on a daily basis and at any time they want, through a number of specialized software. This is supported by providing free communication through data with the educational sites of the Ministry of Education and the Educational Center. This axis consists of the following components:

3-1 Recorded Educational-Learning Lessons: are recorded and brief educational-learning lessons. Duration between 5 and 15 minutes. Broadcast on television within a specific calendar, which is appropriate for the number of hours of each subject in each branch.

2-3 E-Class Program: It is a program that specializes in free simultaneous direct communication between teachers and learners, such as Microsoft Teams, Google Hangout or others. And it is possible to cooperate with these companies to enter the names of schools, teachers, and learners in advance, so that the teacher does not have to enter his student data himself, and focuses only on planning and implementing virtual classes with his students.

3-3 Free Internet: It is possible to agree with the mobile, internet and Ojero companies, with a view to ensuring free access to anyone from within Lebanon to all educational services and services by applying whitelisting technology to the addresses of these servers.

3-4 Central Monitoring and Technical and Educational Support: A central team follows the distance learning process in all regions, across educational areas and the role of male and female teachers, and provide technical or educational support to teachers and learners when needed, and this central team is ready for immediate direct intervention in the event of any developments Surprise.

3.5 Teacher Training: The central team at the Office of Preparation and Training trains teachers quickly, in all regions, through electronic training courses or detailed records that explain what is required of the teacher at each stage.

The implementation of this ambitious and varied plan needs close cooperation with the Ministry of Education and Higher Education and a number of other ministries and official and private institutions, and with all departments and teachers of public and private schools.
