His Excellency the Minister of Information in charge, Dr. Majid bin Abdullah Al-Qasabi, stated in his statement to the Saudi Press Agency that the Cabinet noted the issuance of the generous order that provided health care to all citizens, residents and violators of the residency system in all health facilities, public and private, in everything related to the treatment of the Corona virus.

Fifth: After reviewing what was submitted by His Excellency the Minister of Finance, and after considering the Shura Council Resolution No. (63/16) and the date of 5/18/1441 AH, the Council of Ministers decided to approve the memorandum of cooperation between the Saudi Arabian Monetary Agency in the Kingdom of Saudi Arabia and the Dubai Financial Services Authority In the United Arab Emirates in the field of financial services. Sixth: The Council of Ministers decided to authorize His Excellency the Minister of Finance, Chairman of the General Authority of Customs – or his representative – to sign a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Azerbaijan on cooperation and mutual assistance in customs matters, and then upload the final signed copy to complete the regulatory procedures.

Seventh: The Council of Ministers decided to delegate His Excellency the Attorney General – or his representative – to negotiate with the Moroccan side regarding a draft memorandum of cooperation between the Public Prosecution in the Kingdom of Saudi Arabia and the Presidency of the Public Prosecution in the Kingdom of Morocco in the field of investigation and public prosecution, and sign it, and then raise the final copy Signed to complete the statutory procedures.

2- The public offering of indirect allocation projects in the Saudi financial market shall be through a company (or companies) established by the National Allocation Center for this purpose, which will be the owner of the state’s share in the allocation projects to be offered in the Saudi financial market.

Thirteenth: The Cabinet approved promotions for the fifteenth and fourteenth ranks, as follows:

1- Promotion of Abdul Rahman bin Abdullah bin Abdul Rahman Al Suhaibani to the position of (Undersecretary for Sports Affairs) at the 15th rank at the Ministry of Sports.

2- Saeed bin Saad bin Muhammad Al-Qahtani is promoted to the position of (financial advisor) at the 15th rank at the General Accounting Office.

3- Promotion of Engineer / Abdul Razzaq bin Abdullah bin Mohammed Al-Olayani to a position (Architectural Consultant Engineer) at the 14th rank in the Asir region municipality.

4- Promoting Muhareb bin Mansour bin Nasser Al-Mutairi to the position of (General Manager for Administrative and Financial Affairs) at the 14th rank in the Eastern Region Municipality.

5- The promotion of Ahmed bin Muhammad bin Abdullah Al-Bukairy to the position of (Mayor of Al-Kharj Municipality) at the 14th rank at the Ministry of Municipal and Rural Affairs.

6- Promoting Majed bin Abdulaziz bin Suleiman Al-Husain to a position (technical expert) at the 14th rank at the Ministry of Municipal and Rural Affairs.

7- Promoting Walid bin Khalid bin Ahmed Nahhas to the position of (Administrative Consultant) at the fourteenth rank in the Council of Experts in the Council of Ministers.

الحادي عشر: قرر مجلس الوزراء تعيين الدكتورة ديما بنت صالح العذل ممثلة لمؤسسات القطاع الخاص، والأستاذة ديمة بنت عبدالعزيز آل الشيخ ممثلة لمؤسسات المجتمع المدني، عضوَيْن في اللجنة الوطنية لتقنين المحتوى الأخلاقي لتقنية المعلومات.

الثاني عشر: بعد الاطلاع على ما رفعه معالي رئيس مجلس إدارة المركز الوطني للتخصيص في شأن الدراسة التحليلية لمدى مناسبة إدراج الأصول والقطاعات والخدمات المستهدفة بالتخصيص في السوق المالية السعودية فور تخصيصها، وبعد الاطلاع على التوصية المعدة في مجلس الشؤون الاقتصادية والتنمية رقم (1 ـ 6 / 41 / ت) وتاريخ 19 / 5 / 1441 هـ، قرر مجلس الوزراء عددًا من الترتيبات، من بينها ما يأتي:

1 ـ تدرج الأصول والقطاعات والخدمات المراد تخصيصها في السوق المالية السعودية، وذلك بطرحها طرحًا عامًّا، سواء بشكل مباشر أو غير مباشر، وفق الضوابط والقواعد التي يصدرها مجلس إدارة المركز الوطني للتخصيص.

ثمَّن ما اتخذته الدولة في شأن توفير الموارد المالية الإضافية والدعم اللازم

بناء على الأمر الملكي رقم (أ / 524)، وتاريخ 24 / 7 / 1441هـ، القاضي في (أولاً) بـ”يجوز في الحالات الاستثنائية التي يقدرها رئيس مجلس الوزراء عرض الموضوعات التي يختص بها المجلس بطريق التمرير”، استعرض مجلس الوزراء عبر الشبكة الافتراضية الأوامر والتوجيهات الكريمة الصادرة بشأن الحد من انتشار فيروس كورونا المستجد (كوفيد ـ 19)، وما اتخذته أجهزة الدولة بمختلف قطاعاتها من قرارات وإجراءات احترازية لتنفيذها، وما بُذل من جهود فعّالة، انطلاقًا من حرص القيادة الرشيدة على حماية صحة وسلامة المواطنين في الداخل والخارج، والمقيمين على أراضيها.

ونوه مجلس الوزراء بالتوجيهات الكريمة الصادرة إلى جميع قطاعات الدولة، وفي مقدمتها وزارة الصحة، والقطاعات الحكومية الأخرى، فور ظهور جائحة كورونا، باتخاذ الإجراءات الاحترازية والتدابير الوقائية. وأكد المجلس قدرة السعودية ـ بحول الله وقدرته ـ على التعامل مع هذه الجائحة وتداعياتها، والحد من آثارها على المجتمع والاقتصاد الوطني، بما تبذله من جهود، وتوفره من إمكانات بشرية ومالية وصحية.

وثمَّن المجلس ما اتخذته الدولة في شأن توفير الموارد المالية الإضافية والدعم اللازم بما يضمن استمرارية العمل في القطاع الحكومي؛ لتقديم جميع الخدمات للمواطنين والمقيمين، وبما يكفل دعم القطاع الخاص، وتحفيز الأنشطة الاقتصادية، للحفاظ على مستهدفاتها في الاستدامة المالية، وسلامة القطاع المالي والاقتصادي. مشيدًا بما تم اتخاذه من إجراءات لضمان وفرة الإمداد من المواد الغذائية والدوائية.

وأوضح معالي وزير الإعلام المكلف الدكتور ماجد بن عبدالله القصبي في بيانه لوكالة الأنباء السعودية أن مجلس الوزراء نوه بصدور الأمر الكريم الذي قضى بتقديم الرعاية الصحية لجميع المواطنين والمقيمين ومخالفي نظام الإقامة في جميع المنشآت الصحية، العامة والخاصة، في كل ما يتعلق بعلاج فيروس كورونا.

وفي هذا الصدد وجَّه خادم الحرمين الشريفين رئيس مجلس الوزراء شكره وتقديره لجميع أجهزة الدولة والقطاع الخاص والعاملين فيها، ولجميع الطواقم الطبية ورجال الأمن والجهات المساندة، والمتطوعين، على ما يقدمونه من تضحيات، وما بذلوه من جهود وتفانٍ، وتقديره ـ أيده الله ـ للمواطنين والمقيمين على تجاوبهم والتزامهم بما صدر من تعليمات وإرشادات، سائلاً الله ـ جلت قدرته ـ أن تُسهم تلك الجهود في رفع الوباء، وكشف البلاء عن بلادنا، وعن الإنسانية جمعاء.

واطلع المجلس على جملة من التقارير حول مستجدات وتطورات الجائحة على المستويَيْن المحلي والدولي، وآخر النتائج والإحصاءات والجهود المبذولة تجاهها.

وبيَّن معالي وزير الإعلام المكلف أن مجلس الوزراء نوه بمضامين كلمة خادم الحرمين الشريفين ـ أيده الله ـ التي وجَّهها للمواطنين والمقيمين، وتقديره للمواجهة المشرفة من الجميع بالتعاون التام مع الأجهزة المعنية خلال هذه المرحلة الصعبة، التي تمثل مرتكزات النجاح في المحافظة على صحة الإنسان، واستمرار جهود الدولة في اتخاذ كل الإجراءات الاحترازية والتدابير الوقائية لمواجهة الجائحة، وحرصها الشديد على توفير ما يلزم من دواء وغذاء واحتياجات معيشية.

كما قدر المجلس تأكيد خادم الحرمين الشريفين ـ رعاه الله ـ في كلمته خلال رئاسته أعمال القمة الاستثنائية الافتراضية لقادة دول مجموعة العشرين (G20) ، التي عُقدت بدعوة من السعودية لمناقشة سُبل المضي قُدمًا في تنسيق الجهود العالمية لمكافحة جائحة كورونا، أن هذه الأزمة الإنسانية تتطلب استجابة عالمية، وما يعول العالم على قادة أكبر اقتصادات العالم من التكاتف والعمل معًا لمواجهتها على الصعد الصحية والاقتصادية والتجارية، وما بادرت به السعودية من العمل مع الدول الشقيقة والصديقة والمنظمات المتخصصة لاتخاذ كل الإجراءات اللازمة لاحتواء الجائحة، وضمان سلامة الأفراد.. مثمنًا ـ أيده الله ـ ما اتخذته الدول من الإجراءات الفعّالة في هذا الصدد، ودعم السعودية الكامل لمنظمة الصحة العالمية في تنسيق الجهود الرامية إلى مكافحة هذه الجائحة.

وتطرق مجلس الوزراء إلى ما تضمنه البيان الختامي لقمة قادة مجموعة العشرين الاستثنائية من التزام المجموعة ببذل كل ما يمكن للتغلب على هذه الجائحة، التي تتطلب توحيد الجهود، والانطلاق بها وتطويرها في سُبل التعاون بين الدول الأعضاء مع بقية دول العالم لخدمة الإنسان وسلامته، والعمل على الحد من تداعيات هذه الأزمة، وسبل الدعم لمختلف الجوانب الصحية والاجتماعية والاقتصادية، ودعوة دول مجموعة العشرين للمساهمة في دعم الدول النامية.

وجدد المجلس إدانة السعودية واستنكارها لإطلاق المليشيا الحوثية الإرهابية صاروخَيْن باليستيَّيْن باتجاه الأعيان المدنية والمدنيين بالسعودية، فيما يعبِّر عن التهديد الحقيقي لهذه المليشيا الإرهابية والنظام الإيراني الداعم لها، في اعتداء همجي بوقت يتوحد ويتضامن فيه العالم أجمع لمحاربة تفشي جائحة كورونا.

واطلع مجلس الوزراء على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها. كما اطلع على ما انتهت إليه كل من هيئة الخبراء بمجلس الوزراء واللجنة العامة لمجلس الوزراء في شأنها.

وقد انتهى مجلس الوزراء إلى ما يأتي:

أولاً: قرر مجلس الوزراء تفويض صاحب السمو الملكي وزير الطاقة رئيس مجلس إدارة هيئة الرقابة النووية والإشعاعية ـ أو مَن ينيبه ـ بالتباحث مع الجانب الإسباني في شأن مشروع مذكرة تفاهم لتبادل المعلومات في مجال السلامة النووية، والوقاية من الإشعاع بين هيئة الرقابة النووية والإشعاعية في المملكة العربية السعودية ومجلس السلامة النووي في مملكة إسبانيا، والتوقيع عليه، ومن ثم رفع النسخة النهائية الموقَّعة لاستكمال الإجراءات النظامية.

ثانيًا: قرر مجلس الوزراء تفويض صاحب السمو الملكي وزير الداخلية ـ أو مَن ينيبه ـ بالتباحث مع المنظمة الدولية للشرطة الجنائية (الإنتربول) في شأن مشروع اتفاقية بين المملكة العربية السعودية والمنظمة الدولية للشرطة الجنائية (الإنتربول) في شأن إنشاء مكتب إقليمي للإنتربول لمنطقة الشرق الأوسط وشمال إفريقيا على أراضي المملكة العربية السعودية، والتوقيع عليه، ومن ثم رفع النسخة النهائية الموقَّعة لاستكمال الإجراءات النظامية.

ثالثًا: بعد الاطلاع على ما رفعه صاحب السمو وزير الخارجية، وبعد النظر في قرار مجلس الشورى رقم (102 / 24) وتاريخ 18 / 6 / 1441 هـ، قرر مجلس الوزراء الموافقة على اتفاقية مقر بين حكومة المملكة العربية السعودية والأمانة العامة لمجلس التعاون لدول الخليج العربية في شأن مقر القيادة العسكرية الموحدة لدول مجلس التعاون. وقد أُعد مرسوم ملكي بذلك.

رابعًا: قرر مجلس الوزراء تفويض معالي وزير التجارة رئيس مجلس إدارة المركز الوطني للتنافسية ـ أو من ينيبه ـ بالتوقيع على مشروع مذكرة تعاون بين المملكة العربية السعودية ممثلة في المركز الوطني للتنافسية، والأمم المتحدة ممثلة في مكتب الشؤون القانونية، في شأن المساهمة المالية في صندوق الأونسيترال الاستئماني، والرفع بما يتم التوصل إليه لاستكمال الإجراءات النظامية.

خامسًا: بعد الاطلاع على ما رفعه معالي وزير المالية، وبعد النظر في قرار مجلس الشورى رقم (63 / 16) وتاريخ 18 / 5 / 1441هـ، قرر مجلس الوزراء الموافقة على مذكرة التعاون بين مؤسسة النقد العربي السعودي في المملكة العربية السعودية وسلطة دبي للخدمات المالية في دولة الإمارات العربية المتحدة في مجال الخدمات المالية. وقد أُعد مرسوم ملكي بذلك.

سادسًا: قرر مجلس الوزراء تفويض معالي وزير المالية رئيس مجلس إدارة الهيئة العامة للجمارك ـ أو مَن ينيبه ـ بالتوقيع على مشروع اتفاقية بين حكومة المملكة العربية السعودية وحكومة جمهورية أذربيجان حول التعاون والمساعدة المتبادلة في المسائل الجمركية، ومن ثم رفع النسخة النهائية الموقَّعة لاستكمال الإجراءات النظامية.

سابعًا: قرر مجلس الوزراء تفويض معالي النائب العام ـ أو من ينيبه ـ بالتباحث مع الجانب المغربي في شأن مشروع مذكرة تعاون بين النيابة العامة في المملكة العربية السعودية ورئاسة النيابة العامة في المملكة المغربية في مجال التحقيق والادعاء العام، والتوقيع عليه، ومن ثم رفع النسخة النهائية الموقَّعة لاستكمال الإجراءات النظامية.

ثامنًا: قرر مجلس الوزراء الموافقة على تعديل تنظيم مركز الأمير سلطان للدراسات والبحوث الدفاعية الصادر بقراره رقم (339) وتاريخ 16 / 8 / 1437هـ، وذلك على النحو الوارد في القرار.

تاسعًا: قرر مجلس الوزراء تشكيل لجنة عليا باسم (اللجنة العليا لشؤون مزيج الطاقة لإنتاج الكهرباء وتمكين قطاع الطاقة المتجددة) برئاسة صاحب السمو الملكي ولي العهد نائب رئيس مجلس الوزراء رئيس مجلس الشؤون الاقتصادية والتنمية، تتولى البت في جميع ما يتصل بتحديد مزيج الطاقة الأمثل لإنتاج الكهرباء، والإشراف والتمكين لقطاع الطاقة المتجددة من إنتاج وتصنيع، وتكون مرجعًا لكل ما يتعلق بذلك من موضوعات.

عاشرًا: بعد الاطلاع على التوصية المعدة في مجلس الشؤون الاقتصادية والتنمية رقم (54 ـ 19 / 41 / د)، وتاريخ 19 / 6 / 1441 هـ، قرر مجلس الوزراء أن تتولى وزارة السياحة ضبط المخالفات ذات الصلة باختصاصاتها المتعلقة بمرافق الإيواء السياحي، التي تشتمل على عقوبة إغلاق المنشأة، وإيقاع الغرامات والجزاءات المتصلة بتلك المخالفات.

الحادي عشر: قرر مجلس الوزراء تعيين الدكتورة ديما بنت صالح العذل ممثلة لمؤسسات القطاع الخاص، والأستاذة ديمة بنت عبدالعزيز آل الشيخ ممثلة لمؤسسات المجتمع المدني، عضوَيْن في اللجنة الوطنية لتقنين المحتوى الأخلاقي لتقنية المعلومات.

الثاني عشر: بعد الاطلاع على ما رفعه معالي رئيس مجلس إدارة المركز الوطني للتخصيص في شأن الدراسة التحليلية لمدى مناسبة إدراج الأصول والقطاعات والخدمات المستهدفة بالتخصيص في السوق المالية السعودية فور تخصيصها، وبعد الاطلاع على التوصية المعدة في مجلس الشؤون الاقتصادية والتنمية رقم (1 ـ 6 / 41 / ت) وتاريخ 19 / 5 / 1441 هـ، قرر مجلس الوزراء عددًا من الترتيبات، من بينها ما يأتي:

1 ـ تدرج الأصول والقطاعات والخدمات المراد تخصيصها في السوق المالية السعودية، وذلك بطرحها طرحًا عامًّا، سواء بشكل مباشر أو غير مباشر، وفق الضوابط والقواعد التي يصدرها مجلس إدارة المركز الوطني للتخصيص.

2- The public offering of indirect allocation projects in the Saudi financial market shall be through a company (or companies) established by the National Allocation Center for this purpose, which will be the owner of the state’s share in the allocation projects to be offered in the Saudi financial market.

الثالث عشر: وافق مجلس الوزراء على ترقيات للمرتبتَيْن الخامسة عشرة والرابعة عشرة، وذلك على النحو الآتي:

1- Promotion of Abdul Rahman bin Abdullah bin Abdul Rahman Al Suhaibani to the position of (Undersecretary for Sports Affairs) at the 15th rank at the Ministry of Sports.

2- Saeed bin Saad bin Muhammad Al-Qahtani is promoted to the position of (financial advisor) at the 15th rank at the General Accounting Office.

3 ـ ترقية المهندس/ عبدالرزاق بن عبدالله بن محمد العلياني إلى وظيفة (مهندس مستشار معماري) بالمرتبة الرابعة عشرة بأمانة منطقة عسير.

4 ـ ترقية محارب بن منصور بن ناصر المطيري إلى وظيفة (المدير العام للشؤون الإدارية والمالية) بالمرتبة الرابعة عشرة بأمانة المنطقة الشرقية.

5- The promotion of Ahmed bin Muhammad bin Abdullah Al-Bukairy to the position of (Mayor of Al-Kharj Municipality) at the 14th rank at the Ministry of Municipal and Rural Affairs.

6- Promoting Majed bin Abdulaziz bin Suleiman Al-Husain to a position (technical expert) at the 14th rank at the Ministry of Municipal and Rural Affairs.

7 ـ ترقية وليد بن خالد بن أحمد نحاس إلى وظيفة (مستشار إداري) بالمرتبة الرابعة عشرة بهيئة الخبراء بمجلس الوزراء.

واطلع مجلس الوزراء على عدد من الموضوعات العامة المدرجة على جدول أعماله، من بينها تقارير سنوية للهيئة العامة للمساحة، ووكالة الأنباء السعودية، والمركز الوطني للدراسات الاستراتيجية التنموية، والهيئة العامة للأوقاف، والمؤسسة العامة للخطوط الحديدية، عن عام مالي سابق. وقد أحاط المجلس علمًا بما جاء فيها؛ ووجَّه حيالها بما رآه.
