وأوضح وزير الإعلام تركي بن عبدالله الشبانة، في بيانه لوكالة الأنباء السعودية، عقب الجلسة، أن المجلس استعرض جملة من التقارير عن تطور الأحداث ومستجداتها على الساحتين الإقليمية والدولية؛ مؤكدًا أن المملكة تتابع باهتمام بالغ المستجدات الراهنة في منطقة شرق المتوسط، وتبدي حرصها على الأمن والاستقرار فيها، ودعمها الكامل لسيادة قبرص على أراضيها؛ مجددًا دعوة المملكة للأطراف كافة إلى الالتزام بقرارات مجلس الأمن لحل النزاعات، بما يخدم الأمن والسلم الدوليين والاستقرار في هذه المنطقة.

وبيّن معالي وزير الإعلام أن مجلس الوزراء تطرق إلى ما أكدته المملكة خلال دور الانعقاد الرابع للبرلمان العربي في القاهرة، بأن سياستها ترتكز منذ تأسيسها على مبادئ التعايش السلمي وحسن الجوار، والاحترام الكامل لسيادة واستقلال الدول، وعدم التدخل في شؤونها الداخلية، وإيمانها بأن هذه المبادئ كفيلة بحل جميع الصراعات والنزاعات وفي مقدمتها الصراع العربي الإسرائيلي، وإلى ما توليه المملكة من اهتمام كبير بالقضية الفلسطينية بصفتها قضيتها الأولى، وما تبذله من جهود لضمان الوصول إلى حلول سياسية للأزمات في كل من سوريا واليمن وليبيا والسودان، ومطالبة الجميع بالتحرك الجاد؛ للتصدي لجميع التهديدات والتدخلات الخارجية المزعزعة للاستقرار، والمضيّ قُدمًا نحو ما تصبو إليه الدول العربية وشعوبها من أمن واستقرار وتنمية.

وشدد مجلس الوزراء على إدانة المملكة واستنكارها الشديدين للهجوم الذي استهدف موقعًا عسكريًّا في النيجر، والتفجير الذي استهدف نقطة تفتيش أمنية ومركزًا لجمع الضرائب في الصومال، وللاعتداء الإرهابي الذي نفّذته مليشيا الحوثي على مسجد في محافظة مأرب، وأدت إلى سقوط عشرات القتلى والجرحى؛ معبرًا عن العزاء والمواساة لذوي الضحايا ولحكومات تلك الدول، والتمنيات للجرحى والمصابين بالشفاء العاجل.

قرارت المجلس

وأصدر مجلس الوزراء القرارات التالية:

أولًا:

قرر مجلس الوزراء تفويض وزير الخارجية -أو من يُنيبه- بالتوقيع على مشروع بروتوكول إقامة علاقات دبلوماسية بين المملكة العربية السعودية وجمهورية زيمبابوي على مستوى (سفير).

ثانيًا:

بعد الاطلاع على ما رفعه وزير العمل والتنمية الاجتماعية، وبعد النظر في قرار مجلس الشورى رقم (8/ 2) وتاريخ 15/ 3/ 1441هـ، قرر مجلس الوزراء الموافقة على مذكرة تفاهم في مجال التنمية الاجتماعية بين حكومة المملكة العربية السعودية وحكومة الجمهورية التونسية.

وقد أعد مرسوم ملكي بذلك.

ثالثًا:

بعد الاطلاع على المعاملة المرفوعة من الهيئة العامة للطيران المدني، وبعد النظر في قرار مجلس الشورى رقم (20/ 4) وتاريخ 28/ 3/ 1441هـ، قرر مجلس الوزراء الموافقة على اتفاقية بين حكومة المملكة العربية السعودية وحكومة جورجيا في مجال خدمات النقل الجوي.

وقد أعد مرسوم ملكي بذلك

رابعًا:

بعد الاطلاع على المعاملة المرفوعة من مدينة الملك عبدالعزيز للعلوم والتقنية، وبعد النظر في قرار مجلس الشورى رقم (25/ 5) وتاريخ 29/ 3/ 1441هـ، قرر مجلس الوزراء الموافقة على مذكرة تفاهم للتعاون العلمي والتقني بين حكومة المملكة العربية السعودية وحكومة إسبانيا.

وقد أعد مرسوم ملكي بذلك.

خامسًا:

بعد الاطلاع على المعاملة المرفوعة من هيئة المساحة الجيولوجية السعودية، وبعد النظر في قرار مجلس الشورى رقم (14/ 3) وتاريخ 16/ 3/ 1441هـ، قرر مجلس الوزراء الموافقة على مذكرة تفاهم للتعاون العلمي الجيولوجي بين هيئة المساحة الجيولوجية السعودية في المملكة العربية السعودية والمؤسسة الجيولوجية الروسية القابضة في روسيا الاتحادية.

وقد أعد مرسوم ملكي بذلك.

سادسًا:

بعد النظر في قرارات مجلس الشورى رقم (123/ 65) وتاريخ 13/ 1/ 1432هـ، ورقم (132/ 33) وتاريخ 2/ 8/ 1439هـ، ورقم (36/ 7) وتاريخ 2/ 4/ 1441هـ، قرر مجلس الوزراء الموافقة على نظام العمل التطوعي.

وقد أعد مرسوم ملكي بذلك.

سابعًا:

بعد الاطلاع على المعاملة المرفوعة من وزارة الطاقة، وبعد الاطلاع على التوصيتين المعدتين في مجلس الشؤون الاقتصادية والتنمية رقم (14ـ 55/ 40/ د) وتاريخ 6/ 11/ 1440هـ، ورقم (25- 12/ 41/ د) وتاريخ 15/ 4/ 1441هـ، قرر مجلس الوزراء الموافقة على نقل اختصاص تنظيم نشاط توزيع الغاز الجاف وغاز البترول السائل للأغراض السكنية والتجارية من هيئة تنظيم الكهرباء والإنتاج المزدوج إلى وزارة الطاقة.

ثامنًا:

بعد الاطلاع على ما رفعه وزير الداخلية، وبعد الاطلاع على التوصية المعدة في مجلس الشؤون الاقتصادية والتنمية رقم (15- 8/ 41/ د) وتاريخ 17/ 3/ 1441هـ، وبعد النظر في قرار مجلس الشورى رقم (33/ 7) وتاريخ 12/ 4/ 1441هـ، قرر مجلس الوزراء الموافقة على إضافة فقرة جديدة -فقرة (3)- إلى المادة (الحادية عشرة) من نظام الإقامة المميزة، الصادر بالمرسوم الملكي رقم (م/ 106) وتاريخ 10/ 9/ 1440هـ، بالنص الآتي:

“3- يستمر تمتع الأسرة بالحقوق والمزايا التي كانت تتمتع بها وفقًا للفقرة (2) من المادة (العاشرة) من النظام؛ وذلك في حال إلغاء الإقامة المميزة لحاملها وفقًا للفقرة الفرعية (و) من الفقرة (1) من المادة (التاسعة) من النظام؛ على ألا يتجاوز هذا التمتع مدة السريان التي كانت مقررةً لهذه الإقامة المميزة”.

وقد أعد مرسوم ملكي بذلك.

تاسعًا:

بعد الاطلاع على ما رفعه وزير الصحة، وبعد النظر في قراري مجلس الشورى رقم (160/ 43) وتاريخ 16/ 9/ 1440هـ، ورقم (34/ 7) وتاريخ 12/ 4/ 1441هـ، قرر مجلس الوزراء الموافقة على تعديل نظام المؤسسات الصحية الخاصة، الصادر بالمرسوم الملكي رقم (م/ 40) وتاريخ 3/ 11/ 1423هـ؛ وذلك بتعديل الفقرة (2) من المادة (الثانية)؛ لتكون بالنص الآتي: “يُشترط في مالك العيادة أن يكون طبيبًا، سعوديًّا، متخصصًا في طبيعة عمل العيادة، ومشرفًا عليها، ومتفرغًا تفرغًا كاملًا لها”.

وقد أعد مرسوم ملكي بذلك.

عاشرًا:

بعد النظر في قرار مجلس الشورى رقم (6/ 2) وتاريخ 15/ 3/ 1441هـ قرر مجلس الوزراء تعديل المادة (25) من نظام الخدمة المدنية، الصادر بالمرسوم الملكي رقم (م/ 49) وتاريخ 10/ 7/ 1397هـ، لتكون بالنص الآتي: “يجوز التعاقد للقيام بأعمال بعض الوظائف، وفقًا لما تحدده اللائحة”.

وقد أعد مرسوم ملكي بذلك.

eleven:

وافق مجلس الوزراء على تعيين وترقيات للمرتبتين الخامسة عشرة، والرابعة عشرة؛ وذلك على النحو التالي:

1ـ تعيين الدكتور/ محمد بن عبدالعزيز بن محمد العقيل على وظيفة (مستشار شرعي) بالمرتبة الخامسة عشرة بوزارة الشؤون الإسلامية والدعوة والإرشاد.

2ـ ترقية عبدالله بن إبراهيم بن محمد الغملاس إلى وظيفة (مستشار إيرادات) بالمرتبة الخامسة عشرة بوزارة المالية.

3ـ ترقية خليل بن عثمان بن عبدالعزيز الثابت إلى وظيفة (مستشار إداري) بالمرتبة الخامسة عشرة بوزارة المالية.

4ـ ترقية منصور بن محمد بن عبدالرحمن البازعي إلى وظيفة (مستشار لشؤون النقل) بالمرتبة الخامسة عشرة بوزارة النقل.

5ـ ترقية خالد بن عبدالله بن عبدالرحمن الشريهي إلى وظيفة (مستشار إداري) بالمرتبة الخامسة عشرة بوزارة الإعلام.

6ـ ترقية المهندس/ حمد بن إبراهيم بن حسن الحماد إلى وظيفة (مستشار تقنية معلومات) بالمرتبة الخامسة عشرة بمركز المعلومات الوطني.

7ـ ترقية عبدالله بن فهد بن ناصر الأحمد إلى وظيفة (أمين عام محكمة) بالمرتبة الرابعة عشرة بالمحكمة العليا.

8ـ ترقية صالح بن سليمان بن محمد الزبن إلى وظيفة (رئيس قطاع) بالمرتبة الرابعة عشرة بوزارة المالية.

9ـ ترقية سليمان بن سعود بن سليمان المرجان إلى وظيفة (مدير عام إدارة الحسابات العامة) بالمرتبة الرابعة عشرة بوزارة المالية.

10ـ ترقية صالح بن ناصر بن إبراهيم الخزيم إلى وظيفة (مستشار ميزانية) بالمرتبة الرابعة عشرة بوزارة المالية.

11ـ ترقية وجدي بن عبدالرؤوف بن عارف بري إلى وظيفة (مستشار إداري) بالمرتبة الرابعة عشرة بوزارة النقل.

12ـ ترقية المهندس/ سعد بن خضران بن نويحي الحربي إلى وظيفة (مدير عام فرع الوزارة بمنطقة الرياض) بالمرتبة الرابعة عشرة بوزارة النقل.

13- Promoting Muhammed bin Suleiman bin Abdullah Al-Jarallah to a position (legal adviser) at the fourteenth rank in the Supreme Judicial Council.

14- Promotion of Walid bin Abdul Rahman bin Abdullah Al-Mahous to the position of (Administrative Advisor) at the fourteenth rank in the Supreme Judicial Council.

15- Saad bin Eid bin Muhammad Al-Maliki is promoted to the position of Director General of Administrative and Financial Affairs at the 14th rank at the Public Prosecution.

واطلع مجلس الوزراء على عدد من الموضوعات العامة المدرجة على جدول أعماله؛ من بينها تقرير سنوي للهيئة العامة للجمارك، عن عام مالي سابق، وقد أحاط المجلس علمًا بما جاء فيها ووجه حيالها بما رآه.
